That guidance emphasizes that Parenting Coordination is a post‑order, implementation‑focused process; that a PC’s authority arises solely from the wording of the appointing court order or written agreement; and that PCs do not exercise coercive enforcement powers or broad best‑interests jurisdiction.This article reflects that clarified role and explains how Parenting Coordination functions when one parent obstructs the process.<h3>The Legal Foundation of Parenting Coordination in British Columbia</h3>In British Columbia, Parenting Coordinators are not informal facilitators. Where appointed by court order, a PC’s authority is derived from:• the Family Law Act and Family Law Act Regulation;• the specific wording of the court order or written agreement of appointment; and• any procedural terms incorporated by reference to the extent they are consistent with, and do not exceed, the authority granted by the order.A Parenting Coordinator may make binding determinations only where expressly authorized by the order or agreement, and only for the purpose of implementing existing parenting arrangements—not varying them or granting new remedies.These authorities are practical tools designed to allow Parenting Coordination to function in high‑conflict families. They are not open‑ended powers.<h3>What Parenting Coordination Is Designed to Do</h3>Parenting Coordination is designed to manage implementation, not to compel cooperation or resolve underlying relational conflict.Within the scope of the appointment order, a PC may:• establish clear, written protocols for communication, information‑sharing, scheduling, and logistics;• facilitate resolution of recurring implementation disputes;• make binding determinations on authorized issues when parents reach impasse;• require the use of structured tools (such as shared calendars or communication platforms) where permitted;• allocate make‑up parenting time where authorized; and• apportion Parenting Coordination fees as permitted by the order.These functions exist because high‑conflict parents often struggle to implement orders without external structure. Parenting Coordination supplies process—not enforcement.<h3>Obstruction Within the Parenting Coordination Process</h3>When one parent obstructs the process, the issue is not merely interpersonal. It becomes a structural problem affecting the viability of the Parenting Coordination model itself.Within Parenting Coordination, obstruction may be addressed by:• identifying and documenting patterns of non‑participation or resistance;• clarifying expectations set out in the court order and Parenting Coordination agreement;• making binding determinations within jurisdiction when agreement cannot be reached;• narrowing issues to implementation outcomes rather than adult grievances; and• recording when the process is undermined by persistent refusal to engage or comply.Parenting Coordinators do not initiate court proceedings or enforce orders, but their work often creates the factual record necessary for the court to understand how the process has functioned in practice.<h3>The Limits of the Role — Without Minimizing It</h3>Parenting Coordination is not a court. A PC does not exercise contempt powers, impose sanctions, or compel compliance in the way a judge can.This does not make the role minimal. It means the role is bounded.Recent cases underscore the importance of distinguishing between:• implementation and management of parenting arrangements, which is the core of Parenting Coordination; and• coercive enforcement or substantive judicial remedies, which remain exclusively within the court’s authority.This distinction does not weaken Parenting Coordination. It clarifies when responsibility must properly return to the court.<h3>When Parenting Coordination Is No Longer Effective</h3>In some cases, despite structured protocols and available determinations, Parenting Coordination becomes non‑viable. This most often occurs where one parent persistently:• refuses to participate in the process required by the order;• ignores determinations;• withholds information or authorizations necessary for implementation;• refuses to pay required fees; or• attempts to force the PC into an enforcement role.Recognizing this point is not a failure of Parenting Coordination. It is a jurisdictional assessment that the process can no longer operate as intended within its authorized limits.At that stage, the appropriate response is documentation and clarity, allowing the court to determine what additional authority or structure—if any—is required.<h3>Keeping the Focus Where It Belongs</h3>High‑conflict dynamics are often driven by fear, control, and unresolved loss. Parenting Coordination does not resolve those dynamics. It manages their impact on children by creating clear systems that reduce opportunities for conflict.When those systems are persistently undermined, a different level of judicial oversight may be required.Parenting Coordination is one tool among many. Used appropriately, it can significantly reduce conflict and improve daily functioning. The PC Process Has Teeth: Understanding Enforcement and Determinations

As a Parenting Coordinator (PC), I often see parents become trapped in a frustrating loop: repeated email exchanges about issues that have already been decided, resolved, or are not time‑sensitive. One parent continues to re‑raise an issue—often a schedule change or a previously answered request—while the other parent feels compelled to respond, explain, or defend their position.The result is predictable. Dozens or hundreds of emails, escalating costs, and a breakdown of the very process designed to reduce conflict and protect children from ongoing parental disputes.<h3>Why the Conflict Keeps Going</h3>In high‑conflict situations, repetitive communication is rarely about solving the issue at hand. It is usually driven by emotional reactivity rather than problem‑solving.Common drivers include:The need to be understood or vindicated.After separation, many parents experience a deep sense of injustice. Repeating an argument can feel like the only way to be seen, heard, or validated—by the other parent, by professionals, or eventually by the court.The illusion of control.Conflict can temporarily reduce feelings of helplessness. Writing another email, responding to an accusation, or “setting the record straight” can feel like taking action, even when it escalates the situation.Misunderstanding how courts assess behaviour.Some parents believe that responding to every message is necessary to protect themselves or build a legal record. In reality, courts often focus less on who made the better argument and more on whether parents followed the agreed or ordered process.<h3>What Courts Typically Focus On</h3>When communication agreements or court‑ordered protocols are repeatedly ignored, the original issue often becomes secondary. The court’s attention shifts to whether the parents are able to follow the process designed to reduce conflict.Courts commonly assess:• whether settled issues are being repeatedly re‑litigated• whether communication limits are being respected• whether parents are containing conflict or amplifying it• whether the child is being exposed to ongoing adult disputesWhen both parents continue to engage in unnecessary back‑and‑forth, the pattern itself becomes the problem. The issue is no longer the schedule change, the wording of an email, or who started the exchange—it is the demonstrated inability to disengage from conflict.<h3>Why This Matters for Children</h3>Ongoing parental conflict creates toxic stress for children. Research on Adverse Childhood Experiences (ACEs) shows that chronic exposure to high conflict can affect emotional regulation, learning, physical health, and long‑term well‑being.Children do not need their parents to agree on everything. They do need predictable routines, emotional safety, and freedom from adult conflict they cannot fix or control.Every unnecessary exchange increases the likelihood that children will feel anxious, responsible, or caught in the middle—even when the conflict occurs “only” through email.<h3>How Parenting Coordination Addresses the Loop</h3>When repetitive communication undermines that goal, the process narrows rather than expands. This may include:• identifying when an issue has already been decided• distinguishing urgent child‑focused matters from non‑urgent or repetitive concerns• reinforcing agreed or ordered communication parameters• limiting the scope of issues addressed through the PC process• moving from negotiation to implementation where appropriateThe refined process does not require parents to change emotionally, gain insight, or agree with one another. It requires adherence to structure.<h3>A Note on Dated Communication Agreements</h3>Communication Agreements are intended to regulate the process for consultation‑related communication required under s.40(2) of the Family Law Act, where the parties share parental responsibilities under s.41, and not to govern or police all parent‑to‑parent interaction. Earlier versions of communication agreements in parenting coordination matters were not always carefully confined to this consultation function, and experience has shown that quoting or invoking the Agreement between parents often escalates conflict rather than supports implementation. Parents are therefore not to cite, enforce, or weaponize the Communication Agreement against one another.If the Agreement is not functioning to support effective consultation and implementation of the existing order or agreement, the issue is procedural and must be addressed within the parenting coordination process. Where the process cannot be adjusted to function effectively, or where compliance must be compelled rather than structured, the matter exceeds the scope of parenting coordination and must be returned to court for direction.Parenting coordination under our newly defined role does not exist to referee arguments or facilitate endless debate. Its purpose, as now articulated by the Court, is to implement existing court orders and agreements in a way that reduces conflict and protects children.<h3>Silence Is Sometimes a Process Outcome, Not a Punishment</h3>In high‑conflict cases, silence is often misinterpreted as avoidance or weakness. In reality, silence can be a child‑protective outcome when an issue has already been settled and further discussion only fuels conflict.Choosing not to engage in repetitive exchanges is not about winning or losing. It is about respecting the process that keeps children out of adult disputes.<h3>When the Process Cannot Absorb Ongoing Conflict</h3>If communication protocols are repeatedly ignored and conflict continues to escalate, parenting coordination cannot be used as an open forum for ongoing argument. At that point, the focus shifts to implementation of existing orders, narrowing of issues, and—where authorized—formal steps to move the matter out of the PC process and back to court for direction.Any legal consequences that follow flow from court authority, not from the Parenting Coordinator.<h3>A Final Word</h3>High‑conflict communication loops feel urgent and justified in the moment. From a child’s perspective, they are simply exhausting and destabilizing.Parenting coordination works best when parents allow structure—not emotion—to carry the process forward. The sniffles, the fever, the inevitable late-night vomiting—it's cold and flu season, and for parents of young children, it often means sleepless nights, missed workdays, and an unavoidable juggling act.In high-conflict co-parenting situations, however, a child's illness can sadly become more than a physical challenge; it can turn into a relationship crisis. Instead of uniting to care for their sick child, some parents fall back into old patterns, even going so far as to weaponize an illness to frustrate, control, or gatekeep the other parent.If your child is ill, your only job is to work together. Your child is already navigating being sick; they shouldn't also have to navigate a parental conflict over who's caring for them.<h3>When Illness Becomes a Battleground</h3>It’s a tough truth, but illness is one of the most common reasons for a sudden, destructive "wobble" in a carefully crafted parenting plan. Here’s what destructive communication looks like during an illness—and what you should avoid:<ol><li>The Silent Treatment: A parent unilaterally decides the child is too sick for the exchange and only notifies the other parent an hour after the scheduled time, providing no updates or medical information.</li><li>The Rigid Demand: A parent is woken up at 3:00 AM because their child is vomiting. They finally fall asleep around 5:00 AM, only to receive an angry text at 8:01 AM (one minute after the exchange time) that reads: "WHERE ARE YOU? You're late. I'm taking this to the PC." No grace, no inquiry, just an accusation.</li><li>The Gatekeeper: A parent refuses an exchange, claiming the child has "walking pneumonia" based on a mild cough, and then refuses to provide any pediatrician notes or allow a brief phone call with the doctor. This is a clear attempt to monopolize the child's care and frustrate the other parent’s parenting time. </li></ol>This type of communication creates a high-stakes, devastating atmosphere for the child. It transforms a simple fever into an anxiety-fueled parenting time crisis.<h3>The Child’s Needs Come First</h3>The reality is that childhood is filled with multiple illnesses. Parents will miss work. Exchange times will sometimes need to be flexible, especially if a long commute is involved. The only thing that matters is the well-being of your child.This is an opportunity to lean on your strengths as co-parents:<ul><li>Flexibility: Does one parent have a more flexible work schedule? Can they work from home to care for the sick child? Parenting Coordination is often misunderstood as a process designed to help separated parents get along better. While improved communication sometimes occurs, that is not the primary purpose of the role. Parenting Coordination is a structured, post-order process designed to help parents implement existing court orders and agreements. It provides a framework for consultation, information-sharing, problem-solving, and, where authorized, determinations that allow parenting arrangements to continue functioning despite ongoing conflict.&nbsp; Many parents entering Parenting Coordination are overwhelmed, frustrated, and emotionally exhausted. Most are still capable of participating in a structured process and adapting their behaviour over time. With guidance, education, and support, many parents gradually improve their communication, focus more consistently on their children's needs, and resolve day-to-day parenting issues more effectively. Those cases often benefit from a combination of facilitation, coaching, and implementation-focused guidance.&nbsp;This article is not about those cases. It addresses the smaller subset of high-conflict files in which cooperation repeatedly breaks down, implementation issues remain unresolved, and the parenting process itself begins to stall. In those matters, the question is no longer whether the parents understand the process. The question becomes whether there is a process strong enough to keep the parenting arrangements functioning despite the conflict.&nbsp;<h3>When the Process Becomes the Dispute</h3>In many high-conflict cases, the implementation issue is not initially complex. A school decision needs to be made. A medical appointment requires coordination. An extracurricular activity requires consent. A holiday schedule requires clarification. On their own, these are ordinary parenting issues that can often be resolved through consultation and discussion.&nbsp; Over time, however, some disputes stop being about the issue itself. Increasing amounts of time and energy become devoted to debating the process rather than resolving the parenting issue that triggered the discussion in the first place.&nbsp;At that point, the Parenting Coordinator's challenge changes. The issue is no longer persuading the parents to cooperate. The challenge becomes preserving a process through which implementation can occur at all. Left unmanaged, the implementation issue disappears beneath layers of procedural conflict, increasing costs while delaying decisions that children need made.&nbsp;<h3>Structure Is Not a Failure of the Process</h3>One of the most common misconceptions in Parenting Coordination is that increased structure means the process has failed. In reality, increased structure often means the process is functioning exactly as intended. Different families require different levels of procedural support. Some need very little intervention. Others require significant structure before even routine parenting matters can be resolved.&nbsp; The Parenting Coordinator's role is not to determine who is reasonable, who is unreasonable, or which parent is more persuasive. Nor is the role to diagnose why conflict persists. The practical question is much simpler: can the parenting arrangements be implemented effectively at this point in time?&nbsp;When participation becomes difficult, additional structure may be necessary. This structure can include defined consultation procedures, communication protocols, response deadlines, issue-by-issue problem solving, limited submission lengths, structured information sharing, and determinations where authorized. These tools are not punitive measures designed to control parents. They are implementation tools designed to prevent parenting decisions from becoming indefinitely delayed.&nbsp;<h3>Capacity Matters More Than Agreement</h3>Many Parenting Coordination models assume that if parents receive sufficient education, explanation, and feedback, they will eventually adapt their behaviour. Very often that assumption is correct. Parents gain insight, improve their communication, and become better able to separate adult conflict from parenting decisions.&nbsp; Some cases are different. Participation can be affected by trauma, anxiety, emotional dysregulation, entrenched conflict patterns, distrust, fear, or other factors that make adaptation difficult at a particular point in time. Regardless of the reason, Parenting Coordination cannot remain indefinitely focused on explaining the same issues where implementation continues to stall.&nbsp;The role of the Parenting Coordinator is not to change who parents are. The role is to provide a process capable of functioning with the parents who are currently before it. Where participation capacity is limited, the response is often not more discussion but more structure. Narrower issue definition, clearer timelines, and more directive process management may be necessary to protect both the process and the children affected by it.&nbsp;<h3>Participation Remains Essential</h3>Parenting Coordination depends on participation. When parents fail to provide information, repeatedly revisit issues that have already been addressed, ignore deadlines, refuse to complete consultation steps, or disengage from the process altogether, implementation becomes increasingly difficult and costs increase for everyone involved.&nbsp; The Parenting Coordinator's responsibility is not to compel participation through punishment. The responsibility is to manage the process fairly and proportionately. Where authorized by the appointing order or participation agreement, matters may proceed to recommendation or determination when consultation efforts have not resolved the issue and implementation cannot reasonably be delayed further.&nbsp;This approach is not intended to reward one parent or punish another. Its purpose is to prevent parenting arrangements from becoming immobilized through delay, inaction, or repeated procedural disputes. Children continue to attend school, participate in activities, receive medical care, and grow older regardless of the status of adult conflict. Implementation cannot wait indefinitely for agreement.&nbsp;<h3>Communication Rules Exist to Protect the Process</h3>Communication protocols are often misunderstood as attempts to regulate emotion or control behaviour. Their actual purpose is much narrower and more practical. Communication parameters exist to ensure that implementation issues can be identified, reviewed, and resolved efficiently and proportionately.&nbsp; In high-conflict files, unlimited communication frequently produces unlimited reporting. Large volumes of repetitive communications, collateral complaints, historical disputes, and non-implementation issues substantially increase professional involvement without necessarily moving the parenting matter toward resolution. More communication does not automatically produce more progress.&nbsp;For that reason, communication limits help ensure that the focus remains on the issue requiring implementation. The goal is not to reduce information. The goal is to improve the ability of the process to make decisions and move matters forward.&nbsp;<h3>When Allegations of Bias Arise</h3>Allegations of bias are not uncommon in high-conflict Parenting Coordination files. They frequently arise when a parent disagrees with a recommendation, when a determination becomes necessary, or when an issue can no longer be delayed through additional discussion.&nbsp; The Parenting Coordinator's role is not to engage in personal defence or argument. Concerns regarding process, jurisdiction, or fairness may be acknowledged and considered. Once addressed, however, the Parenting Coordinator is not required to repeatedly revisit the same concern in the absence of new information. The focus remains the implementation issue requiring resolution.&nbsp;Parenting Coordination is not designed to produce universal agreement. It is designed to provide a fair and structured process through which parenting issues can be addressed. Parents who disagree with the process retain whatever review rights are available through their appointing order, participation agreement, or applicable law. The Parenting Coordinator's task is to continue implementing the process fairly until directed otherwise.&nbsp;<h3>Why Consistency Matters</h3>Children living in high-conflict families often experience uncertainty long before they experience resolution. What frequently benefits children most is not parental harmony but parental predictability. A parenting system that functions consistently is often more valuable than a system that repeatedly collapses into unresolved conflict.&nbsp; This is why effective Parenting Coordination depends on consistency. The Parenting Coordinator strives to be predictable, structured, neutral, and implementation-focused. The same consultation requirements apply to both parents. The same timelines apply to both parents. The same implementation framework applies regardless of who raises the issue.&nbsp;Consistency reduces opportunities for conflict because the process does not need to be renegotiated every time a disagreement arises. Over time, the process itself becomes reliable even when the parents remain in conflict. That reliability provides children with a degree of stability that adult cooperation alone cannot always achieve.&nbsp;<h3>A Final Word</h3>The success of Parenting Coordination is sometimes measured incorrectly. Success is not whether the parents become friends. Success is not whether conflict disappears. Success is not whether everyone agrees with every recommendation or determination.&nbsp; Success is whether parenting arrangements continue functioning for the benefit of the children despite ongoing conflict. When cooperation is possible, Parenting Coordination supports it. When cooperation becomes difficult, Parenting Coordination relies more heavily on structure. When cooperation stops altogether, the role remains the same: to provide a fair, predictable, and proportionate process capable of moving implementation issues forward.&nbsp;Children grow up on schedule. Parenting arrangements cannot wait indefinitely for conflict to resolve itself. In some of the most difficult cases, the most child-focused intervention is not additional debate, additional persuasion, or additional explanation.
